Milwaukee School of Engineering Student Branch

Name and Purpose
Sec. 1 This organization shall be known as the MSOE Student Branch of the IEEE.
Sec. 2 The purpose shall be the dissemination of knowledge of the theory and practice of all aspects of electrical engineering, electronics, radio, allied branches of engineering or the related arts and sciences, as well as the furtherance of the professional development of the Students.
Sec. 3 The Branch organization and operation shall be in accordance with the Constitution and Bylaws of the IEEE.

Membership
Sec. 1 Membership shall be limited to undergraduate and graduate students of MSOE.
Sec. 2 The membership shall consist of Student members of the IEEE.

Dues
Sec. 1 The Executive Committee shall have the power to levy special assessments upon endorsement by a two-thirds vote of the membership. Non-compliance of any special assessments may forfeit that member's right to participate in Branch activities.
Sec. 2 Nonpayment of transnational dues will automatically result in suspension of membership in IEEE and in the local Branch.

Election of Officers
Sec. 1 The officers shall be a Chairperson, a Vice-Chairperson, a Treasurer, a Secretary, and an Activities Coordinator.
Sec. 2 To be eligible for office, a candidate must be enrolled as a Student member of IEEE, a member in good standing in the local Branch and at least of sophomore standing.
Sec. 3 The term of office shall ordinarily be 1 year, from the beginning of a winter quarter to the end of the following fall quarter.
Sec. 4 Nomination of officers for the following year shall be held during the first 2 weeks in October.
Sec. 5 Election of officers for the following year shall be held not later than the last week of October.

Executive Committee
Sec. 1 The management of the affairs shall be in the hands of the Executive Committee, consisting of the duly elected officers and the Counselor appointed by the IEEE. The chairperson of the Branch shall be chairperson of the Executive Committee.
Sec. 2 The Executive Committee shall be the Governing body and shall transact all business it deems advisable, including the filling of vacancies in offices, authorization of expenditures, etc. The Executive Committee shall meet at least once every thirty days.
Sec. 3 The chairperson shall contact the IEEE Counselor on a weekly basis.

Duties and Officers
Sec. 1 The Chairperson shall preside at all meetings. He shall appoint all committees, subject to the approval of the Executive Committee, seek activities, submit the annual plan and the annual report, initiate contact with outside agencies, receive all student branch mail, head the committee for the annual dinner and shall assume all other executive duties not otherwise delegated.
Sec. 2 The Vice-Chairperson shall perform all functions of the chairperson in the latter's absence or at his request, and represent the Student Branch at student government meetings. He shall be responsible for seeking SGA funds, membership activities drives, etc.) and notifying the Counselor when membership flyers and other supplies need to be ordered from IEEE Headquarters.
Sec. 3 The Branch Secretary shall keep a record of all activities and shall report same to IEEE Headquarters, together with any special reports required by IEEE Headquarters in cooperation with the counselor, within a reasonable time after each meeting. He shall document officer meeting minutes, keep all non- financial records up to date, and maintain an organized records file cabinet, including membership rolls, in the file cabinet.
Sec. 4 The Treasurer shall receive all money and pay all debts as authorized by the Executive Committee, and he shall keep an exact account of all receipts and expenditures. He shall submit the financial statement of the annual report to the Chairperson by March 1st; he shall co-chair the Annual Dinner Committee and be financial coordinator of committees.
Sec. 5 The Activities Coordinator shall seek activities, chair the Farewell to Seniors Party, Reserve a room for general meetings, write invitations, thank you notes, etc. (signed by Chairperson), and co-chair the Annual Dinner Committee.
Sec. 6 Publicity for all Branch events will be handled by all officers.

Standing Committees
Sec. 1 The following Standing Committees or their equivalent shall be active each year: Annual Dinner Committee and Farewell Party Committee.
Sec. 2 The Annual Dinner Committee shall organize the annual dinner which is to be held no later than the seventh week of the spring quarter.
Sec. 3 The Farewell To Seniors Party Committee shall organize the party which is to be held no later than the tenth week of the spring quarter.
Sec. 4 In addition to the above standing committees, the chairperson may appoint other committees which he may deem necessary that are approved by the Executive Committee.

Meetings
Sec. 1 The branch shall hold regular and special meetings at such places and times as designated by the Executive Committee, with a minimum of three meetings per year.

Amendments
Sec. 1 The branch is empowered to adopt Bylaws which are consistent with the Constitution.
Sec. 2 The Constitution may be amended by a two-thirds vote of the members present and voting, provided the amendment shall have been proposed at least one duly publicized meeting previous to the time of voting. Such amendments become effective only upon approval of the Executive Committee.

Sec. 3 All Standing Committees are hereby Optional Committees to be created at the discretion of the Executive Committee, based on Branch funds and membership activity.
